PROOF: Discussion with Robbie about Cancellation/Refund:

After this discussion there were no more messages from Robbie. I tried messaging and emailing him but never heard anything back:

EXPLAIN: Robbie responded to me on Skype on the 6th saying he would be fine doing a commission for me and we hashed out the details of the commission that day. Afterwards, there was little to no communication with Robbie until September where he stated he was working on my commission after I had requested a refund. When he showed me the WIP picture, I decided to give him more time to continue to work since it looked like it was almost finished. Since September there has been no word from Robbie despite using emails, posting on his skype, and posting on his FA. Checking his Twitter and other art sites, it seems he's bee fairly active there so it seems my messages are being ignored. I've messaged other users who have commissioned Robbie to see if there has been any word on him, however it seems a lot of other commissioners are being ignored as well. To me, it seems at this point that Robbie no longer looking to finish mine or other commissions. I would highly suggest avoiding doing any transactions with this artist in the future.

Errr, is it "RottonRobbie" or "RottenRobbie"?

OP has the title and tag for "RottonRobbie" but the "WHERE" section of the article is a link to RottenRobbie on FurAffinity.

You could try issuing a chargeback since it's obvious that Robbie is ignoring you about your commission progress or refund.

Can that still be done even if he's done a sketch WIP?

Yes it can actually. As long as you're within the chargeback timeframe you can do it. It's up to Paypal at that point to decide in someone's favor or not.

Even with a WIP, which is not a final product you can do it. If they don't dispute or Paypal tosses out their dispute and sides with you and you're refunded you can slip them money for the WIP in compensation.

I just want to put my two cents in here. Yes, you definitely can file a chargeback, however I would not do what Oceandezignz said--that is, I would not give them any money back after the fact. You asked for a refund BEFORE they did any work, so you are entitled to your refund and the WIP they did is on them. Especially considering it seems like they only did a sketch to get you to stop asking about a refund, probably in the hopes that you wouldn't file a chargeback before the time limit is up. It's not right for artists to decide they don't want to refund when they've done no work and then do the minimum amount of effort to manipulate clients into no longer asking for the refunds they're entitled to. :\
