Not any closer to my commission :/

Back in January I posted asking for advice on following something up with someone (community.livejournal.com/artists_beware/415713.html).

I e-mailed them on the 26th of February explaining I'd forgotten about it myself and was just curious what the situation was.
On the 27th of that month they replied with

"I am SOOOOOOOOOO sorry you got lost in the mix. Yeah, I haven't been
about on FA too much recently, but that's neither here nor there. I
hate getting behind. Tell me what your commission was again and I'll
dig it up to send your way! Sorry again. I hate when life gets n the
way."

Which to me sounds more like they completely forgot about it, rather than they did it, then forgot about it and it's sitting in a folder somewhere.
Either way I was just glad to hear from them and hopefully get this resolved.

I replied that we'd agreed they could just draw whatever with my character and I sent them a few references. The references would either help them identify my picture if it was done, or it would give them enough to go on to do the picture now.

On the 4th of April I e-mailed them asking if they'd had any luck finding it and am still waiting on a reply.

I can sort of understand being active on FA and not checking Notes, but to not check your e-mail either?

It's been 14 months now and I just want it done, or for them to tell me their not going to do it and give me a refund.
But even if I e-mail them with some kind of ultimatum am I ever going to hear from them?
 
[EDIT] The artist in question goes by the name SN on Furaffinty (www.furaffinity.net/user/sn/)

[EDIT] They contacted me earlier to show me what that had been working on and to again apologise for not finding the time to respond to my e-mails. The piece is now finished and as far as I'm concerned this matter has been resolved.

For my part I'd like to apologise for suggesting they hadn't been doing any work on it at all and that I probably should have tried to contact them again before posting here.
