Question about commissioning pay-upon-completion art

I'm not naming names because I didn't pay anything yet and nothing was lost, but I'm very frustrated nonetheless and would like to ask for advice.

A few months ago an artist on my watch list was accepting animated icon commissions at $10 per, so I grabbed a spot. They said I didn't have to pay until it was completed, but because of the complexity of my character it would probably be in the $15 range. I said that was fine.

A month went by, and they were uploading personal artwork, but no mention of my icon (or the other ones they took). Being an artist myself, I understand the fact that people have every right to draw/upload personal art between commissions, but I felt that a month was a reasonable enough time to wait before contacting them about it, so I did, just asking how it was coming. They said that they had it nearly completed but then something happened and the file got corrupted/their computer died halfway through, I can't remember which it was just that it was a technical difficulty that wiped all of the progress they had on it so they'd have to start all over again. They also said that my icon would be done "tomorrow" or "the next day" latest.

This was 2 months ago. :/ They're still uploading personal art so they are active, but neither my icon or any of the other icons others have requested have been uploaded.

Should I continue to ask about it or should I just forget about it entirely? This is my first time commissioning someone who asks for payment upon completion so there's not technically much of a contract or obligation on their part to finish my artwork. I also have had experiences where I asked about progress and the artist felt so bad about taking so long that they immediately rushed through it and did a less-than-stellar job compared to their examples, so I don't want that to happen either. Thanks in advance for your suggestions.

Some advice needed...

Long story short, I shipped out a commission to someone overseas, and it hasn't arrived.

The shipping was $10 and I underquoted the shipping price to begin with, so I wound up having to pay for nearly half of it out of pocket. I feel terrible that the commission hasn't arrived, but I'm not sure what to do. Insurance wasn't placed on the package and I haven't had it returned to me yet.

I offered to replace the item for free if they paid shipping costs, but they said that they weren't able to afford that right now, which I understand. But I got the impression that they wanted a refund, and I can't really afford to do that myself, especially not after paying so much of the original shipping costs out of pocket.

Ergh. I don't know what to do or say to them. I don't want them to feel like they've been ripped off, but I can't really control the postal service. I probably should have put insurance on it, but that would have been additional costs that I wouldn't have had covered by the commissioner, so er. I feel really stuck. I want to be fair but I am also struggling financially lately and I can't afford to pay for additional supplies AND another $10 of shipping to replace their item in total and I definitely can't afford a refund.

Advise About Commissions [Edit]

I'm new at the idea of commissioning and I just have a few questions.

Well first, I just started about a month ago to take commissions. I have received one so far. I figured that since I'm open to doing these commissions and if I had one completed that maybe more people would be interested in commissioning me.

I completed the commission for someone on furaffinity and I was hoping maybe someone else would want to commission me too.

But so far it's quiet. I'm just not sure if I'm doing something wrong?

I'm fairly new to FA, I used to be on it a long time ago and I just got back into the groove of the site again. I made a journal asking if people were interested in commissions and the pricing of my art and I had quite a few replies.
I'm just wondering why now I'm not really getting much commission requests.

I was thinking maybe I need to post some more work to expand my audience. It's all I could think of. Or maybe my work isn't something people are interested haha.

Here was the commission I took: http://d.facdn.net/art/qlax/1319252690.qlax_sootcommishdones.jpg
And this is my FA page: http://www.furaffinity.net/user/qlax/

If anyone could answer this question for me please let me know!

Thank you!

[EDIT]: Thank You all for your help with commissions <3
I really can't thank you guys enough! If anyone has more I would love to read :3

Elliekin (ETA resolved)

Who: Elliekin
Where: http://elliekin.deviantart.com/
What: a digital commission that cost £15
When: November 22, 2010 and ongoing
Proof: I don’t have the screencap of the PayPal receipt, but I do have some of the pms and one attempted email

http://i56.tinypic.com/2qkues2.png - the commission agreement
http://oi52.tinypic.com/2yo1xk0.jpg - this is the last I’ve heard from her
http://oi54.tinypic.com/2v33gyb.jpg - since then, I asked how she's doing, but it's read and ignored
http://oi52.tinypic.com/2nqqr6d.jpg - another message ignored
http://oi53.tinypic.com/icmnok.jpg - this message is left unread for a while
http://i52.tinypic.com/2dk06es.png - my message to her on LJ. No dice
http://i43.tinypic.com/kdrbxe.png - I tried emailing her, but even that was ignored (edited to blur out her email address)

Explain: I came to Elliekin for a £15 commission on November 22, 2010 and paid her for it. I’ve been a repeat customer to her in the past and I usually never have problems doing business with her until this year. I sent her a friendly reminder about me not getting my final product and that I want a refund. She’s having some medical issues and is starting an unpaid apprenticeship at the end of June (but it’s already past June now, and I hadn’t heard from her since I received a pm from her, and yet she’s somewhat active and posted a few pics in her gallery recently)

I’ve tried pming her to see what’s up. Nothing. She just flat-out ignored me. I’ve sent her another pm, saying that it’s rude and unprofessional to ignore pms asking for commission refunds and that I’m worried about getting screwed over, but she never read it. I’ve tried contacting her through LJ and email, but still no answer. Something tells me she’s now very difficult to contact these days

Even though she's got some nice art at good prices, I would advise anyone not to commission her (unless if they don’t mind waiting a long time with no commissioned art or refund)

ETA: she commented on this post, saying that she hasn't respond due to a huge vital deadline her company's having recently and she only be logged in to her work email and hasn't been on DA much. I'll consider this issue resolve

Advice about a slight issue

I need some advice about a situation I'm in. I don't care to name the person just yet, seeing as how I don't feel it has quite come to that point yet. But here is the issue.
I sent a paypal payment on September 9th for a plaster mold.

The person emailed me on September 16th, letting me know that they would be sent out on Monday. (Sep. 19) I did not receive anything at that time.

I inquired again on Oct 5th, and they replied telling me they would get the tracking info to me asap.

I waited patiently, only to get an e-mail on Oct. 11, telling me that the senders significant other did not send out the packages as they had asked. They say they will ship it out asap. I have since sent two more e-mails inquiring about the mold, but have gotten no reply.

It is a day past the paypal dispute time, so I'm wondering what I should do.  I feel as if I have been given the run around and no I am at a loss. This is the second poor experience I've had with paying for something and not getting what I paid for. If I missed anything, let me know. If the name of the person is strongly requested, I will give it out. I can also get any screen caps if necessary.

Edit: I got a tracking number in my e-mail just after I sent this in. However, it doesn't work for some odd reason. It looks like it was sent on October 15th. I don't see how it wouldn't have been received by now, nor why the tacking number won't work. I will be stopping by the post office to see if they can possibly tell me anything. (Which I somehow doubt. I also don't blame the seller in the least if the post decides to mess up.)
