Should you use AB as a threat/incentive to an artist avoiding you before actually making a post?

Sorry for the oddly worded question haha. By artist I do mean one who is actually having shady/unprofessional behavior, not just any one you start a transaction with. :) I'm in a position right now where I might need to make a post of my own soon for a pretty popular artist.

I commissioned them at FC of this year, which was in mid January, and the piece has been finished since late May (it was a sketch badge). But for some reason or another they have still not mailed it to me. The last two messages I sent politely asking them about it have gone unreplied to, one was an email and one was a note (I waited a month in between each message as to not bombard them). The note I know for sure was read within 24 hours and just never got responded to. The email was sent about a week ago now, and while I do know there's a chance they might not have read it yet, with how much easy access people have to email these days and getting ignored in my last message/the other responses just having me resend information they were already given, I'm not feeling too positive about it.

The main question: Should artists who need to be threatened with AB to respond to you still get posts of their own/should threatening with AB be done at all beforehand when artists stop responding to you? Why or why not?

Summary:
- I offer free stuff, but first come first serve, in order to prevent other people from snatching up 3 trash bags worth of plushies and fur fabric, he offers to trade me art to hold on to them until he can get someone to pick the items up. I agree.
- He receives the items and expresses his happiness with them.
- He acknowledges multiple times that he owes me work.
- Of a certain quality.
- Yet he forgets about me 3 times.
- Inundates me with angst and lies, such as not having a working computer when uploading digital work or saying he's too busy when uploading gift art.
- Lies, i.e. about being threatened to swindle money out of his viewers.
- Currently claims he no longer has the items and says I will never get the art he owes me.

WHAT: Art trade. 

WHEN: My end was completed and posted in early October of 2008 and I have yet to receive his half of the trade.

EXPLAIN: I engaged in a trade with djdarkfox more than 3 years ago, and completed my piece and posted it on FA (www.furaffinity.net) on October 14th, 2008. 

About 6 months later, i noted him and asked if he was still going to do my half of the trade. He said yes, but he was busy so he needed to take some personal time before completing my half.

One year later, I noted him again. Same response, but with an apology for the tardiness.

Last October, I sent him a note that asked him to either complete his half or to be honest with me and tell me if he never actually planned to do it in the first place. 
He just said "it's just that I need the mood for the pic" and that was that.

Now its been 3 years and he's submitted over 35 new drawings (he hasn't been inactive nor has he left the fandom) and none of them have been the owed art. 

I'm not terribly heartbroken about not getting a piece of art - that's not really the point - but I am ticked off that someone can be that dishonest for that long over something so trivial, so I'd like to post this to A_B and make sure nobody else has to learn djdarkfox's tendencies the hard way.
